Duncan was born in Oakland, California at Oak Knoll Naval Hospital while his father was stationed in the Bay Area. He grew up in southern California then moved to northern California where he spent almost 10 years as a paramedic in San Jose. He moved to Texas for nursing school where he received his bachelor's degree in nursing from Texas Tech University.

Duncan is a current Neuro/Trauma ICU nurse. He works at Peacehealth Southwest Medical Center. He is a member of Washington State Nurses Association (WSNA). He serves in a union leadership role in the hospital and sits on two union committees that advocate for safe nurse staffing as well as operational issues that nurses and other staff face in the hospital. He also represents ICU nursing  staff on the trauma committee. 

Duncan and his wife, Dana have been married for 10 years. He is the father of two beautiful girls Olivia and Emily, ages 7 and 5. They live in North Vancouver.
